This data set was originally created as part of a project involving the Delaware Office of State Planning Coordination (OSPC) and the University of Delaware Institute for Public Administration (IPA) to update and maintain a GIS database of the municipal boundaries of Delaware places. Subsequent updates are based, in part, on OSPC's role in reviewing annexation proposals under Title 22, Delaware Code, Subsection 101, and also in conjunction with municipal government Comprehensive Planning efforts.
