The Federal Emergency Management Agency (FEMA) provided their Future Flood Risk Datasets (FFRDs) to the State. The FFRD was a point shapefile with a permutation of return periods and sea level rise values for SWEL and TWEL. Using funding from FEMA's Cooperating Technical Partnership (CTP) grant, the State hired a contractor to interpolate and extrapolate these SWEL and TWEL values.
