snippet: This data set contains the Federal Outer Continental Shelf (OCS) Administrative Boundaries extending from the Submerged Lands Act (SLA) boundary seaward to the limit of the U.S. OCS (The U.S. 200 nautical mile limit, or other marine boundary). These boundaries were created for the Bureau of Ocean Energy Management (BOEM) administrative purposes only, such as delineating BOEM planning areas or determining shared state revenue sharing within the 3 nautical mile zone seaward of the SLA boundary known as the Revenue Sharing Boundary. They were created using the equidistant principle used to divide offshore areas between countries as defined within the United Nations Convention on the Law of the Sea (UNCLOS). The boundaries assist BOEM in determining ‘‘affected State’’ status under the Coastal Zone Management Act and the OCS Lands Act. For example, section 18 of the OCS Lands Act requires the Secretary to consider the ‘‘laws, goals, and policies of affected States.’’ Similarly, section 19 analysis requires the Secretary to balance national interests with the ‘‘well-being of the citizens of the affected State’’. However, they are not meant to depict areas offshore as pertaining to or controlled by any particular state.
