Service Description: <div style='text-align:Left;font-size:12pt'><p><span>Limited English Neighborhood layer was modeled after a similar layer produced by Pennoni and ejscreen technical documentation for Limited English Speaking Household. It uses the LU clipping process of Pennoni's workflow and considers all non-English speaking fields to calculate Limited English Percent similar to how EJScreen determines Limited English Speaking Households for the Supplemental Index.</span></p><p><span /></p><p><span>Workflow steps:</span></p><p><span> 1. Analysis for creating the Limited English Neighborhoods layer</span></p><p><span> 2. Add fields for Limited English Percent (Total)</span></p><p><span> 3. Calculate Limited English Percent (total) Field.</span></p><p><span> 4. Populate previous LEP totals from previous version</span></p><p><span> 5. Calculate a % Change from last version. </span></p><p><span> 6. Add field PctChange_2022, Percent Change</span></p><p><span> a. !LIMITEDENGLISHPCT_2022!-!LIMITEDENGLISHPCT_2021!</span></p><p><span> b. !LIMITEDENGLISHPCT_2023!-!LIMITEDENGLISHPCT_2022!</span></p><p><span> 7. Grab Residential LU areas</span></p><p><span> 8. Expand LU areas: Union of LU 2022 Selection and Parcels with manufactured housing communities and DSHA sites. </span></p><p><span> 9.
